Your Ride Is From Shenzhen

Zagreb got there first. Europe’s first commercial robotaxi service launched there on April 8, run by a Croatian company called Verne — on Pony.ai’s autonomous driving stack. Since then it’s moved fast. In August, Uber and Pony.ai announced plans to deploy more than 2,000 robotaxis across five European cities. WeRide is planning a commercial pilot with Uber in Madrid. And in late July, Momenta became the first Chinese company cleared by Germany’s federal motor transport authority to run Level 4 testing on urban roads nationwide, with Munich as the starting point.

Read that list of cities again. Zagreb. Madrid. Munich. Only the first one is carrying paying passengers today — the other two are permits and partnership announcements, and the four cities in the Pony.ai expansion haven’t even been named. But permits are how this goes from a tech park to Europe’s actual streets, and the permits are being issued.


Here’s what’s strange about it. Europe has, by a wide margin, the most aggressive AI regulatory posture on earth. The AI Act. GDPR before that. A regulatory culture built almost entirely around the premise that algorithmic systems need to be watched, disclosed, and constrained before they’re trusted with anything that touches a citizen’s life.

And the vehicles already driving through Zagreb, and now cleared to drive through Munich, making real-time decisions about pedestrians and cyclists and the space between a bus and a bike lane, are running stacks built in Guangzhou and Suzhou.

That’s not a contradiction exactly. The AI Act regulates outcomes and disclosures, not national origin. But it’s worth sitting with the gap between the story Europe tells about AI sovereignty and the sourcing of the software actually operating in its physical space.


We’ve had this fight before, just with different hardware. Huawei and 5G. The entire debate was about trust — could you run critical infrastructure on equipment built by a company with ties, however indirect, to a state whose interests might diverge from yours someday. Telecom regulators spent years on that question. Some countries banned Huawei outright. Others allowed it with restrictions.

Nobody had that fight about network equipment sitting in a locked cabinet in a basement. It was abstract. A router doesn’t have a body.

A robotaxi does. It’s two tons of steel and sensors moving through a crosswalk full of your kids. The stakes of “whose stack is this” go up considerably when the stack has a steering wheel.


So does it matter whose model drives the car?

I think the honest answer is: less than intuition suggests, and more than the current silence suggests. Less, because autonomous driving is heavily constrained by physics and traffic law regardless of who wrote the software — there isn’t much room for a car to express geopolitical values while parallel parking. More, because the data these vehicles generate — where people go, when, how a city actually moves — is exactly the kind of information states have historically cared enormously about who holds.

Europe fought hard over data sovereignty in cloud computing. Servers had to be in-region, sometimes owned by in-region entities. It’s not obvious why a fleet of moving sensors, mapping every street it drives in real time, should get less scrutiny than a data center did. If anything it should get more — a data center doesn’t drive past your house at 2am.


The interesting failure mode isn’t a robotaxi making a bad driving decision because of where it was built. It’s regulators discovering, a few years in, that they built an entire legal framework for algorithmic transparency and never asked the much older, much blunter question: who owns the fleet, and where does the data go when the ride ends.

Huawei took a decade to become a real debate. This one has a lot less runway, because unlike a router in a basement, everyone’s going to be riding in it.
