Four hundred seventy-four gigawatts.

That’s what ERCOT is holding in interconnection requests, according to Governor Abbott’s August 3 directive. More than five times the record peak demand of the entire Texas grid. Data centers are roughly ninety percent of it.

Abbott told the Public Utility Commission and ERCOT to audit the queue before anything else moves, and said noncompliant projects should be denied grid access outright. ERCOT responded the same day by announcing it would miss its August 7 deadline on the Batch Zero interconnection study and would go to the PUC for a good-cause exception. The audit covers something like 250 to 300 projects carrying about 200 gigawatts of future demand — still more than twice the grid’s peak record.

The largest AI buildout in the country just got paused by a spreadsheet.


The timing is the part I keep turning over.

On June 18, FERC voted unanimously to order the six largest grid operators to explain, within 30 days, how they were going to connect AI data centers to the grid faster. The follow-on deadline landed around August 17 — file revised interconnection tariffs or make the case that your existing rules already do the job.

So in the same month, federal energy regulators pushed the queues to accelerate and the largest single-state grid in the country pulled its own queue to a stop. Both moves are about the same 474 gigawatts. They point in opposite directions, and neither one is wrong.

FERC is looking at a real problem: interconnection queues that take five to seven years are a de facto moratorium on anything that needs power, including the things everyone agrees they want. Texas is looking at a different real problem: a queue five times larger than the grid it wants to join is not a forecast, it’s noise, and you can’t plan capital against noise.

The audit is Texas admitting it doesn’t know which of those 474 gigawatts are real.


That’s the actual finding, and it’s more interesting than the pause.

An interconnection request is cheap. A developer with an option on land and a plausible story files one, because the queue is long and your place in it is the asset. Filing in six places to build in one is rational behavior. It’s also why nobody, including the grid operator, can tell you what demand is coming.

Abbott’s stated trigger wasn’t even the gigawatts — it was that some data centers didn’t comply with the PUC’s survey on water and power usage under the General Appropriations Act. A questionnaire. The state asked how much water and power you’d use, some projects didn’t answer, and that turned out to be the thread that stopped the buildout.

Which tells you where the real leverage sits. Not in AI policy. Not in a disclosure statute or a model evaluation regime. In a survey response and a spot in a queue.


Langdon Winner’s argument was that artifacts have politics — that the way a technical system is built encodes decisions about power and access as durably as any law, and usually with less scrutiny, because it doesn’t look like politics. Nobody debated the interconnection queue. It’s a procedural mechanism for scheduling engineering studies. It was never designed to arbitrate national industrial strategy.

It’s doing that now. The binding constraint on AI capacity in the United States is not chips, capital, or regulation of models. It’s whether a substation study clears, and who decides the order.

Two weeks ago the answer in Texas was: whoever filed first. Today the answer is: nobody, until we’ve audited the paperwork. That’s a policy of enormous consequence, made by a governor, executed by a grid operator, in response to a survey nobody returned.


The interesting question isn’t whether the pause holds. It won’t hold long — Texas has spent a decade recruiting exactly these projects and has no appetite for sending them to Ohio.

The question is what the audit finds. If 474 gigawatts of requests resolve to 80 gigawatts of real projects, then every capital plan, every utility rate case, and every breathless demand forecast built on queue depth has been reading a number that means something other than what everyone assumed.

The grid can’t be fooled about this the way the market can. Electricity has to be generated at the moment it’s consumed, by physical equipment that took four years to build. Eventually somebody has to say how much they actually need.

Texas just made them say it in writing.
